City Administrator
The City Administrator is appointed by the City Council and responsible for the enforcement of City laws and ordinances; ensuring that the orders of the City Council are executed; and for supporting Council, which includes the preparation of agendas and the maintenance of records.
City Clerk
The City Clerk provides timely and accessible service in response to all inquiries and requests for public records and is responsible for the administration of elections, records management, and the legislative process, including:
Community Activities
The Community Activities Department’s mission is to encourage and support the interaction of neighbors, friends, families and visitors through the shared experience of special events, programs, and gatherings which bring the community together by creating opportunities to interact, celebrate, enrich people’s lives, and promote inclusiveness.
Community Planning & Building
The Community Planning and Building Department includes the Planning, Building, and Code Compliance Divisions and is responsible for preserving community character while fostering a vibrant community and a high quality of life for its residents, businesses, and visitors.

Human Resources
Human Resources recruits, develops, and works to retain a diverse, well-qualified workforce that reflects the high standards of the community, and leads the City departments in positive employee relations, talent management, succession planning, and employee engagement.

Police & Fire
Police
The Police Department is responsible for law enforcement and crime prevention within the City of Carmel-by-the-Sea and strives to maintain a high quality of life for all by supporting the rights of citizens and visitors to live in peace and safety.
Public Works
The Public Works Department is responsible for design, construction, operation and maintenance of improvements to public facilities, public rights-of-way, parks, urban forest, and Carmel Beach.
For repair and maintenance concerns, please contact the Public Works Department at (831) 620-2070 to report the issue.
Messages will be checked and responded to Monday through Friday from 8:00 a.m. to 4:30 p.m. In the evenings, on weekends, or in the event of an emergency, please call 911.
