Public Works
The Public Works Department is responsible for design, construction, operation and maintenance of improvements to public facilities, public rights-of-way, parks, urban forest, and Carmel Beach.
In the event of an emergency, please call 911. For repair and maintenance concerns, please contact the Public Works Department at (831) 620-2070 to report the issue.
Messages will be checked and responded to Monday through Friday from 8:00 a.m. to 4:30 p.m.

Coastal Adaptation Project & Sea Level Rise Update
The City has prepared the Administrative Draft of the Carmel Local Coastal Program (LCP) Coastal Hazards and Sea Level Rise document. This draft is being made available to provide the public with early access to the City’s ongoing work. The document is currently undergoing internal staff review and has not been finalized or formally considered by the Planning Commission or City Council. The City welcomes comments from community members and stakeholders during this stage of the process.

- The Administrative Draft will be reviewed at a joint meeting of the Forest and Beach Commission and the Planning Commission on August 19, 2026 at 4:00 pm at Carmel City Hall. Meeting details, including the agenda, will be posted once available.
- Comments received during this review period will help inform revisions to the draft before it advances through the public review process.

Environmental Programs
The Environmental Compliance division is responsible for implementing local environmental programs and ensuring compliance with local, state and federal environmental regulations.
Forest, Parks, and Beach
The Division of Forest and Beach is responsible for the maintenance of and improvements to the urban forest, all City parks, and the Carmel beach. The Division manages over 13,000 trees growing on public property and provides staff support to the Forest and Beach Commission.
Streets and Sidewalks
The Streets and Sidewalks Division of Public Works is responsible for all activities related to street, sidewalk and storm drain maintenance including street repair, street striping, paver repair, sign maintenance and street sweeping.
