The City Clerk serves as the City’s filing Official for the Fair Political Practices Commission (FPPC) Campaign and Economic Interest (Form 700) Statements. Statement of Economic Interests – Form 700
The California Political Reform Act (Gov. Code §§ 81000-91014) requires certain public officials and employees to file Statements of Economic Interests (Form 700) to disclose personal financial information.
Conflict of Interest Code & Filing Requirements
The City of Carmel’s Conflict of Interest Code, updated in 2024, designates officials and employees who must file Form 700 and specifies the financial interests they must disclose.
The City Clerk, as the Filing Officer, oversees the filing process and notifies designated filers of their obligations.
Required Filings

Assuming Office Statement – Filed when assuming a designated position

Leaving Office Statement – Due within 30 days of resignation or termination

Candidate Statement – Required for candidates running for elected office
All filers must sign Form 700 under penalty of perjury. Once filed, these statements become public records available upon request.

Form 802 – Ticket Distribution
In accordance with Section 18944.1 of the Fair Political Practices Commission Regulation, tickets distributed to a City employee shall be documented in a completed FPPC Form 802 and posted on the City’s website within 30 days after distribution. A Form 802 posted to the City’s website shall be maintained on the website for a period of not less than four years.
