Ballot Measures for the Nov. 3, 2026 Election

NOTICE IS HEREBY GIVEN that a general election will be held in the City of Carmel-by-the-Sea on the 3rd day of November 2026 to submit to the electorate a ballot measure with the following ballot measure questions:

NOTICE IS FURTHER GIVEN that primary arguments (300 words) in favor of or against the above measure may be submitted in writing to the City Clerk’s Office, Monte Verde Street between Ocean and 7th Avenues, Carmel, CA, 93921, for printing and distribution to the voters, pursuant to provisions of the California Elections Code on or before 5:00 P.M. on August 7, 2026. Rebuttal arguments (250 words) by authors of said primary arguments may be filed with the City Clerk’s Office in like manner by 5:00 P.M., on or before August 17, 2026.

The City Attorney shall prepare an impartial analysis (500 words) of the measure pursuant to Elections Code Section 9280 on or before 5:00 P.M. on August 7, 2026.

Printed arguments submitted to voters shall be titled either “Argument in Favor of Measure __” or “Argument Against Measure __,” and “Rebuttal to Argument in Favor of Measure __” or Rebuttal to Argument Against Measure __” respectively.

All arguments concerning the above measure must be accompanied by the required form entitled “Argument Signature Statement” a copy of which may be obtained below or from the City Clerk’s Office. This form must be signed by each author and proponent, if different, from the argument.

No primary argument shall exceed 300 words and no rebuttal argument shall exceed 250 words in length. One argument for and one rebuttal thereto if any, on the measure will be selected for printing and distribution to the voters. No more than five signatures shall appear with any argument.

The authors of the primary arguments in favor of or against such measures may prepare and submit rebuttal arguments not exceeding 250 words or may authorize in writing any other person or persons to prepare, submit, or sign the rebuttal. See form below.

NOTICE IS FURTHER GIVEN that there shall be a 10-calendar day examination period for public review of said arguments. During this time, any registered voter of the election jurisdiction, or the elections official, may seek a writ of mandate or an injunction requiring any or all the materials to be amended or deleted. The review period for primary arguments in favor of or against ballot measures shall commence on August 8, 2026 and shall end at on August 17, 2026. The review period for rebuttals to primary arguments in favor of or against ballot measures shall commence at on August 18, 2026 and on August 27, 2026.

NOTICE IS FURTHER GIVEN that voted Precinct, Vote by Mail and Provisional Ballots for the Election, held on November 3, 2026, shall be tallied at the location given below:
