General Plan
Carmel-by-the-Sea General Plan and Local Coastal Plan
The General Plan is a comprehensive statement of the planning goals and policies for the City of Carmel-by-the-Sea and its surrounding Sphere of Influence. State law requires each community to adopt, and periodically update its General Plan. Carmel's General Plan has been combined with its Local Coastal Plan to ensure coordination of these two documents. The Local Coastal Plan includes the Land Use, Circulation, Coastal Access and Recreation, and Coastal Resource Management elements.
